New Delhi:

The Delhi Commission for Women has come to the rescue of a woman from Bihar who was reunited with her lover in the national capital amid fears of safety of the couple, officials said on Tuesday.

According to the Commission, a man had sent a complaint to the women rights body and stated that he was in a relationship with one Sushila (name changed). He said they were living together at Indirapuram in Uttar Pradesh.

Sushila’s parents got to know about the relationship and took her back to Bihar. Her lover was also beaten up by them, it said.

The complainant was contacted by the Commission and asked about the whereabouts of Sushila. He said that he had a word with her sometime back and since then, her mobile phone was switched off, the DCW said in a statement. 

Sushila told the complainant that she was kept somewhere near Bhagwati Sthan Mandir, but did not know the exact location.

The DCW contacted the Bihar Police and the woman was finally traced from Pandaul in Bihar. The police informed the Commission that the woman’s life was in danger and she needed to be shifted to a safer place, it said.

Later, the woman was brought to the national capital. The couple was reunited in Delhi. A court ordered the Delhi Police to provide security to the couple, the statement said.

“The girl was reunited with the man of her choice. Their lives were in constant danger from her parents as well as some religious organisations. We were able to rescue her with the help of Bihar Police and also arranged for her security. We went beyond our jurisdiction to help her and shall continue to serve humanity selflessly,” DCW chief Swati Maliwal said.

Uttarakhand Government Clears Proposals Worth Nearly Rs 300 Crore For Kumbh

Dehradun:

Proposals worth nearly Rs 300 crore have been cleared by the Uttarakhand government for the 2021 Haridwar Kumbh, an official release said.

The proposals include construction of a 150-bed hospital, a 1,000-bed COVID care centre, repair of a PWD guest house at hill bypass road, water barricading and pitching tents in the Kumbh Mela area, it said.

Besides these, the proposals for developing a Kumbh mobile app and putting in place a police surveillance system in the mela area have also been approved, the release said.

The proposals were cleared at a meeting of the high-powered committee on Kumbh chaired by Chief Secretary Om Prakash, it said.

The chief secretary asked officials to speed up all works related to the upcoming event, saying the police surveillance system should be made operational using Information Technology Development Agency (ITDA) server by February next year.

Over 53 Per Cent Voter Turnout In Bypolls To 7 Assembly Seats In Uttar Pradesh

Lucknow:

An average of over 53 per cent voters exercised their franchise on Tuesday in the Uttar Pradesh assembly byelections for seven seats with 88 candidates in the fray.

The polling, which began at a slow pace at 7 am amid tight security and adherence to anti-COVID precautions, picked up momentum as the day progressed and an overall 53.62 per cent of registered voters cast their votes.

The polling concluded at 6 pm amid an allegation of bogus voting at three polling booths of Naugaon Sadat assembly constituency in Amroha district and over a six-hour-long poll boycott at a polling booth for Tundla seat in Firozabad district.

A total of 50.59 per cent votes were cast in Bangarmau, 52.10 per cent in Bulandshahr, 51.05 per cent in Deoria, 49.42 per cent in Ghatampur, 56.65 per cent in Malhani, 61.50 per cent in Naugaon Sadat and 54 per cent in Tundla, said Joint Chief Electoral Officer Ramesh Chand Rai after the conclusion of polling.

Counting of votes will be undertaken on November 10.

Six of these seven seats were held by the Bharatiya Janata Party, while the Malhani seat in Jaunpur district was held by the Samajwadi Party.

The voting began in the morning with Chief Minister Yogi Adityanath urging voters to participate in the “mega festival of democracy” in large numbers.

“Everyone should exercise caution and discharge the duty of casting vote,” Adityanath tweeted earlier in the day.

“Democracy will win, coronavirus will lose,” he said.

The SP also appealed to voters to vote in large numbers. “Those in power and responsible for farmers’ worries, women’s insecurity, poor health facilities, labourers’ joblessness and collapsed law and order should be given a reply in today’s assembly bypolls,” it tweeted.

Earlier in the day amid the ongoing polling, Chief Electoral Officer Ajay Kumar Shukla said, “All preparations to ensure a free, fair and peaceful polling, keeping in mind the coronavirus pandemic, have been made.”

“Voters will have to follow the anti-COVID protocol and maintain safe distance among themselves while casting votes,” he added.

The voting began with the deployment of “adequate” number security personnel at polling booths, including 371 “critical” ones.

Amid the ongoing polling, BJP candidate Sangeeta Chauhan for Naugaon Sadat seat in Amroha district alleged “fake voting” at three polling booths – Booth No 240, 24 and 242 — in her constituency and demanded that those wearing burqa should show their faces to enable poll officials ascertain their identities.

“Fake voting is going on, but the administration is unable to understand this,” she told reporters.

“We are repeatedly saying this, but no one is listening to us,” she added.

The chief electoral officer told PTI that he would look into these allegations.

People at booth number 30 at Rudhau Mustkil of Tundla constituency in Firozabad district boycotted the by-election for over six hours, alleging no development in their area and insisting that they will not vote unless they get an assurance for the development.

Chanting “vikas nahi, to vote nahi” (no development, no vote), voters at the Rudhau Mustkil booth, voters boycotted the polling.

In a video clip that surfaced on social media, area’s Sub-divisional Magistrate Ekta Singh was purportedly seen talking to the people and urging them to vote.

The Yogi Adityanath government has been facing the opposition flak over the law and order situation in the state, particularly after the Hathras and the Balrampur rape-and-murder cases.

The Naugaon Sadat seat fell vacant after the death of state Cabinet minister and former cricketer Chetan Chauhan.

The Ghatampur bypoll in Kanpur Nagar district was necessitated due to the death of state minister Kamal Rani Varun. Both ministers had died of COVID-19.

The Tundla seat fell vacant after its MLA SP Singh Baghel was elected to the Lok Sabha, while the Bangarmau seat in Unnao fell vacant after the conviction of BJP MLA Kuldeep Singh Sengar in a rape case.

The BJP had dumped Sengar soon after he was found involved in the rape case.

The bypolls to the Bulandshahr, Deoria and Malhani seats were necessitated due to deaths of sitting MLAs Virendra Singh Sirohi, Janmejay Singh and Parasnath Yadav (SP) respectively.

Bhim Army chief Chandra Shekhar Aazad’s Azad Samaj Party is testing its electoral popularity in Bulandshahr by fielding Mohammad Yameen, looking forward to consolidating its hold among Dalits in the run-up to the 2022 assembly polls.

While Bulandshahr has the highest number of 18 candidates, Ghatampur has the lowest number of six contestants. Sixteen contenders are in the fray in Malhani, 14 each in Naugaon Sadat and Deoria, 10 each in Bangarmau and Tundla.

77% Voter Turnout In Bypoll To Marwahi Assembly Seat In Chhattisgarh

A high voter turnout of 77 per cent was recorded on Tuesday in the bypoll to Marwahi Assembly constituency in Chhattisgarh which passed off peacefully, a poll official in Raipur said.

The voting percentage was of till 6 pm, the official deadline for polling, he said.

However, the final turnout might go up as many voters, mostly those infected with COVID-19, were still in the premises of some polling stations to cast ballots even after the end of official voting time, he said.

The bypoll for the seat reserved for Scheduled Tribe (ST) candidates, which falls in the newly-formed GaurelaPendra Marwahi district, became necessary following the death of sitting Janata Congress Chhattisgarh (J) MLA and former chief minister Ajit Jogi on May 29.

Eight candidates are in the fray.

“The voting began at 8 am amid tight security and with COVID-19 protocols in place. After the deadline for voting ended at 6 pm, around 77 per cent voter turnout was recorded in the Marwahi seat,” the official said.

No untoward incident was reported in the constituency during the polling, the official said.

In the 2018 assembly election, the constituency had recorded a voter turnout of 81.15 per cent.

A total of 1,91,004 voters were eligible to cast ballots of which 93,735 were men, 97,265 females and four from the third gender.

As many as 286 polling stations were set up, of which 126 were categorised as sensitive, the official said.

The results of the bypoll will be announced on November 10.

The seat, a bastion of the Jogi family for several years now, is witnessing a straight fight between the Congress and the BJP after the nomination papers of Amit Jogi, the son of Ajit Jogi, and his wife Richa were rejected by the returning officer, who said their caste certificates were invalid.

The Congress has fielded Dr K K Dhruw, a former medical officer from the area, while Dr Gambheer Singh, an exprofessor of the Pandit Jawaharlal Nehru Memorial Medical College, Raipur, is the BJP nominee.

The strength of the Chhattisgarh Assembly is 90.

The other candidates in the fray are Ritu Pandram of the Gondwana Gantantra Party (GGP), Dr Urmila Singh Marko of the Rashtriya Gondwana Party, Pushpa Khelan Korche of the Ambedkarite Party of India, Beersingh Nagesh of the Bharatiya Tribal Party, Lakshman Porte of the Bharatiya Sarvajan Hitay Samaj Party and independent Sonmati Salam.

In the 2018 Assembly polls, Ajit Jogi had bagged 74,041 votes in Marwahi, beating the BJP’s Archana Porte by a margin of 46,462 votes, with the Congress coming third.

No Objection If Aircraft Carrier Viraat Bought By Another Firm: Centre

The Bombay High Court on Tuesday asked the Union government to decide on a private firm’s request that decommissioned aircraft carrier Viraat be handed over to it, so that the ship could be converted into a museum.

While the warship is awaiting dismantling at a ship scrapping yard at Alang in Gujarat, the Union government said it had no objection if the petitioner bought it from the bidder who purchased it for scrapping.

A division bench of Justices Nitin Jamdar and Milind Jadhav was hearing a petition filed by Mumbai-based Envitech Marine Consultants Pvt Ltd, seeking a direction to the Union Ministry of Defence to allow it to buy Viraat.

The company wanted to convert the ship into a maritime museum and multi-functional adventure centre, the plea said.

The HC said that the relief sought by the petitioner was a matter of policy.

“Even if INS Viraat is to be converted into a museum….necessary permissions are required to be obtained. It would thus be appropriate that the Ministry of Defence takes a suitable decision,” it said.

The petition said that Viraat was the oldest serving warship in the world when it was decommissioned.

“Such a carrier is being sold as scrap by the Union government instead of converting it into a maritime museum. The petitioner has filed an application to the government in July seeking its No Objection to take possession of the carrier and convert it into a museum,” it said.

Additional Solicitor General (ASG) Anil Singh said the ship is 67 years old and was lying unused since 2015.

“The Union government had initially written to all state governments calling for proposals but there was no reply. The ship was occupying a lot of space and hence the government decided to sell it as scrap,” Mr Singh said.

Gujarat-based Shree Ram Group won the bid, he said, adding that the sale process was completed in September and the government has received the money.

“Hence the government is no more concerned with the ship as its owner is now the winning bidder,” ASG Singh said.

But the petitioner company can approach Shree Ram Group and purchase the ship from it, the ASG said, adding that “we (government) do not have any objection”.

The HC said that the concerned secretary of the Union government should decide on the petitioner’s application.

“It would be desirable that the decision is taken early as if the ship is dismantled, an irretrievable situation may take place,” the court said, disposing of the petition.

Over 160 Lakh Tonnes Kharif Paddy Arrives In Punjab Mandis

Chandigarh:

Over 160 lakh tonnes of paddy has arrived in Punjab mandis till Tuesday in the kharif season, which is 26 per cent higher over arrival in the corresponding period of last procurement season.

During the current kharif season, 160.65 lakh tonnes of paddy has arrived in state mandis so far as against about 127.46 tonnes during the corresponding period last year, Punjab Mandi Board Chairman Lal Singh said in Chandigarh.

Of this, 158.52 lakh tonnes of paddy stands procured across the state. Mr Singh said as many as 28.69 lakh passes have been issued by the Mandi Board so far to the farmers through arthiyas (commission agents) to bring paddy to mandis.

He said the Mandi Board has established 4,260 purchase centres this year, which is more than double of 1,839 centres last year.

Sangrur district is leading in terms of paddy arrival, with 14.88 tonnes of crop having arrived in the mandis, followed by Patiala and Ludhiana with 14.40 lakh tonnes and 13.39 lakh tonnes, respectively, Mr Singh added.

Aircel-Maxis: Court granted CBI and ED a month to obtain a report on Letters Rogatory

New Delhi:

A Delhi court Tuesday granted CBI and ED a month to obtain a report on Letters Rogatory from the UK and Singapore in relation to their probe in the Aircel-Maxis matter against former Union minister P Chidambaram and his son Karti.

Special Judge Ajay Kumar Kuhar granted time till December 2 after the agencies informed that they are awaiting the replies of the LRs that have been sent to the countries.

A Letter Rogatory (LR) is a formal communication sent by Court to a foreign court requesting judicial assistance in a case.

The agencies informed the court that a reminder has been sent to both the countries to expedite the report.

Additional Solicitor General Sanjay Jain, appearing for the agencies, told the court that Enforcement Directorate had sent three reminders — September 17, October 12 and October 30 to Singapore to expeditiously execute the LR, and to the UK on October 12, October 19 and October 30 and their replies are awaited.

“Our officers are very actively and rigorously following it up. So, the request to your honour is to keep the matter after three weeks,” he said.

The case relates to alleged irregularities in the grant of Foreign Investment Promotion Board (FIPB) approval in the Aircel-Maxis deal.

The approval was granted in 2006 when P Chidambaram was the Union Finance Minister.

According to the rules and the foreign direct investment (FDI) policy in force at that time, Chidambaram was allegedly empowered to give approval to proposals involving foreign investment only up to Rs 600 crore.

The CBI and the ED had alleged that Chidambaram, as finance minister had granted approval to the deal beyond his capacity benefiting certain persons and received kickbacks.

Javed Akhtar has filed a defamation case against actor Kangana Ranaut

Mumbai:

Poet and lyricist Javed Akhtar has filed a defamation case against actor Kangana Ranaut in a Mumbai court for making “baseless allegations” against him in comments made to the media on the death of actor Sushant Singh Rajput, news agency PTI reported.

In the case filed before the metropolitan magistrate in west Mumbai’s Andheri, Javed Akhtar sought action under the Indian Penal Code against Kangana Ranaut for defamation, PTI reported.

In the complaint, Javed Akhtar said Kangana Ranaut made “baseless comments” that “caused damage to reputation”. The complaint alleged Kangana Ranaut dragged in his name while referring to a “coterie” in Bollywood while talking about the death of Sushant Singh Rajput in the media.

Kangana Ranaut has been criticising sections of Bollywood over nepotism and lack of transparency. After Sushant Singh Rajput was found dead at his Mumbai home in June, Kangana Ranaut had released a two-minute video speaking highly of him and alleging that he was a victim of nepotism in the film industry.

In a separate matter, the Mumbai Police today issued notice to Kangana Ranaut and her sister Rangoli Chandel to appear before them on November 10 and November 11 in connection with a case of allegedly promoting enmity between communities through their remarks.

A case has been filed against the actor with Bandra police station for alleged provocative speech.

On October 21, the duo was issued notice asking them to appear before officials to record statements in the case. However, Kangana Ranaut’s lawyer responded then saying she was in Himachal Pradesh and busy with the wedding preparations of her cousin brother.

Tamil Nadu Parties Ask Governor To Decide On Rajiv Gandhi Case Convicts

Chennai:

Main opposition party DMK and PMK on Tuesday urged Tamil Nadu Governor Banwarilal Purohit to expeditiously decide on the release of the seven Rajiv Gandhi assassination case convicts.

The reaction of the parties came after the Supreme Court expressed unhappiness over the pendency of a plea by AG Perarivalan with Mr Purohit for over two years.

One among the seven convicts, Perarivalan, serving life sentence, had sought pardon in his mercy petition.

DMK President MK Stalin, citing the displeasure of the top court on the matter, said “the Governor should expeditiously take a decision on the release of seven convicts, including Perarivalan.”

Targeting the AIADMK government, he wanted it to urge Mr Purohit and not be a “mute spectator, at least from now onwards.”

The Governor indefinitely delaying taking a decision on the release of seven convicts in the Rajiv Gandhi case is “inhuman” and a transgression of his powers, he alleged in a Facebook post.

PMK founder leader S Ramadoss said the “words” of the top court has given a new ray of hope for their release.

The Governor has been delaying a decision on a September 9, 2018, Cabinet resolution, recommending the release of the seven convicts.

When a decision could be taken over a span of two weeks, delaying and not taking a decision despite the lapse of over two years was not acceptable, the party top leader said.

He said The Tamil Nadu government should clarify to Mr Purohit that the proposed release of the convicts has nothing to do with the Multi-Disciplinary Monitoring Agency (MDMA) probe.

The government should ensure that the Governor approved their release, he said.

A Supreme Court bench of Justices L Nageswara Rao, Hemant Gupta and Ajay Rastogi said, “We don’t want to exercise our jurisdiction at this stage, but we are not happy that recommendation made by the government is pending for two years.”

The bench was hearing a plea of 46-year-oldPerarivalan, who has sought suspension of his life sentence in the case till the CBI-led MDMA probe is completed.

The top court asked the counsel for petitioner Perarivalan whether the court can exercise its jurisdiction under Article 142 of the Constitution to request the Governor to decide his plea of pardon filed under Article 161, which empowers a Governor to pardon a convict in any criminal case.
